Job Description:
Reports To : Senior Commissioning Manager
Supervises :
- Works Access Controllers Works Train Operators
- Power Supervisor
- Power Operators
- Construction Railway Operations Assistants
- CRO Administrator
Purpose of Job / Job Summary
Key Responsibilities/Duties
- Managing day to day CRO requirements
- Makes policy and strategic decisions during the operation in an emergency.
- To chair the weekly CRO Work Train Notice Meeting for:
- Discussion and approval of all work request in Defined / Restricted Area under CRO.
- Discussion and approval of all Works Trains request according to project priority.
- Engaging with all SPCs/ WPL/ Construction Teams and find ways to solve work issues related to DA/RA areas
- Advising and reminding all SPC/WTO on safety of train operations.
- Senior manager to WTO , to ensure CRO training is delivered to all relevant staff
- Issue daily and weekly Notice via CRO administrator
- Ensure all competencies are maintained for CRO staff including power switching requirements via Power Supervisor
- Ensure with track work team , works trains are safe to use track
- Part of Gate Review Team
- Complete audits to ensure all works staff adhere to CRO works process including but not limited to Works Train Manual , Permit to Work System , Energize- De-Energize Process
Location and Hours of Work
- The CROM will be expected to work shifts Monday to Saturday 00:01- 23:00 , the shifts are 8 hours per day with one hour lunch break .
- The CROM place of work will be at the OCC or temporary location within the depot area . On occasions the CROM will be requested to work with the Project Senior Commissioning Manager or other engineering staff within the main office situated at Nex Building , Ayala Avenue , Makati.
Variations
Safety Responsibilities
- Advise and guide the works train organisation staff on safe methods of work in the control room and, when necessary, on the control system
- Follow the project defined safe working procedures personally, wear appropriate personal protective equipment as required and look out for the safety of others
- Attend safety forums and deliver safety briefing to the works train organisation staff
Functional Relationships
Internal : Senior Commissioning Manager , CRO Power Operator , CRO Assistants , CRO Administrator , WPL, Construction Managers and Supervisors. HSE department, Works Train Manager, Train Drivers.
External : Emergencies Services (during incident), Operator's OCC staff.
Job Specifications
Qualifications: Degree holder or experience in the role as shown below
Experience: Minimum 2 years working as a CROM , a degree or 10 years working on construction operational railway
Specific Skills/Ability:
- Professionally qualified with membership of a recognised transport institution, preferred
- Thorough understanding of safety and operational requirements for works train/ electric train/ vehicle operation in Defined and Restricted Area
- Possess good knowledge in operating diesel locomotive, electric trains, and maintenance vehicle during construction and Testing & Commissioning periods
- Good literacy and analytical skills required for the role, as well as strong organisational skills, detail oriented and the ability to handle multiple priorities
Personal Qualities :
- Proven skill in leading a team of operation and technical support staff
- Excellent inter-personal communication skills and able to work with clients, consultants and authorities to effectively meet targets/objectives
- Analytical, detailed and performance driven with tenacity to get things done
- Highly motivated, energetic and able to adapt effectively to new work challenges and situational changes / deadlines
