Senior Manager, Contracts and Compliance

Background:Global Fishing Watch is an international nonprofit organization committed to advancing ocean sustainability and stewardship through increasing transparency. We do this by offering, for free, data and near real-time tracking of global commercial fishing activity, supporting new science and research, and boosting global cooperation on ocean transparency. Purpose and Objectives:Global Fishing Watch’s goals are founded on the principle of transparency — the act of making specific ocean and vessel data, as well as the policies and decisions that surround them, available and accessible to those that need them. Without an overall picture of our activity at sea, we cannot truly understand the impact humans have on life below water. Consistent, standardized and transparent data provides decision makers with the information they need to ensure rules are followed, policies are fit for purpose and conclusions are based on science. It also enables the use of automated technologies to highlight potential areas of interest that should be investigated further by ocean managers.  Global Fishing Watch advocates for the collection, use and publication of key fisheries and ocean data in line with the <a href="https://fisheriestransparency.net/wp-content/uploads/2024/09/2024-Charter-Report-EN.pdf">Global Charter for Fisheries Transparency</a>. We’re currently focused on supporting governments and other stakeholders to use transparent data in their efforts to monitor, control and survey industrial fisheries, map and understand the activities of small-scale fishers to better protect them and their fishing grounds from industrial fleets and better design and enforce marine protected areas.  As part of its efforts, Global Fishing Watch is seeking applications from key civil society organizations (CSOs) working in our priority geographies to accelerate efforts to increase transparency in ocean governance. CSOs may propose activities that: <ol><li>Make key fisheries and ocean data publicly available.</li><li>Amend policies such as regulations, orders, operating procedures, etc., to require the collection, use and publication of key fisheries and ocean data.</li><li>Promote and demonstrate the benefits of a transparent ocean governance system with governments, industry and other relevant stakeholders. </li></ol> The tactics to deliver these activities may include the development of educational, position, research and best practice papers, drafting of case studies, facilitation of dialogues with key stakeholders, awareness raising and advocacy.  Scope of Engagement:The Transparency Subgrantee will be responsible for delivering the above activities throughout 2025. Proposals should include the suggested activities, timelines and related stakeholders. Proposals should outline how the activities delivered will increase transparency in ocean governance nationally in one or more of the following priority geographies: <ol><li>Africa: Gabon, Madagascar, Senegal. </li><li>Asia: Taiwan and Viet Nam. </li><li>Europe/ Mediterranean: Albania, Montenegro, Morocco. </li><li>Latin America: Brazil, Chile, Panama, Peru. </li><li>Pacific: The Republic of the Marshall Islands, Palau, Papua New Guinea. </li></ol> Activities that advance transparency efforts regionally will also be considered, as long as the above priority geographies remain a focus.  Roles and Responsibilities:The Subgrantees will be directly responsible for delivering the Scope of Engagement. Global Fishing Watch  will provide the Subgrantees with relevant input, including information materials if helpful. In addition, Global Fishing Watch’s leadership team will coordinate with the Subgrantee to ensure that the Scope of Engagement will contribute to the expectations of and fulfilment of Global Fishing Watch’s objectives and goals.  Quality Assurance:The Subgrantees will be responsible for ensuring that the process and outputs covered under the Scope of Engagement is rigorous, reliable, and credible. This will include developing appropriate data collection and validation methods and tools, ensuring that data is collected and analyzed in a consistent and transparent manner, and using appropriate statistical and qualitative analysis techniques. Ethics and Confidentiality:The Subgrantees will be required to adhere to Global Fishing Watch’s ethical standards and ensure that all data collection and analysis activities are conducted in a manner that protects the confidentiality and privacy of Global Fishing Watch’s  partners’ data where necessary. Timeline and Budget:Below is the timeline for this Subgrantee engagement: <ul><li>July 2025: Exploratory meetings &amp; finalization of scope of engagement</li><li>August - December 2025: Engagement and delivery of activities</li><li>January - March 2026: Development of an end-of-year report and associated briefings to Global Fishing Watch</li></ul> The Subgrantee will be responsible for developing a detailed timeline and budget breakdown that clearly identifies the resources required and expected outputs for each activity. Request for Proposal (RFP) - National & Regional Transparency 

Who we areGlobal Fishing Watch is an international nonprofit organization dedicated to advancing ocean governance through increased transparency of human activity at sea. By creating and publicly sharing map visualizations, data and analysis tools, we aim to enable scientific research and transform the way our ocean is managed. We believe human activity at sea should be public knowledge in order to safeguard the global ocean for the common good of all. BackgroundPanama, with its privileged geographical position and access to both, the Pacific Ocean and the Caribbean Sea, has an exclusive economic zone four times larger than its territory. Its strategic location and the Panama Canal position it as a key player in maritime services, including fishing and fishing-related support activities.Illegal, unreported and unregulated (IUU) fishing represents a significant threat to marine ecosystems, fisheries and socio-economic development. It affects fishing communities, puts livelihoods at risk, may increase poverty, and compromises food security and resource sustainability. In this context, the Aquatic Resources Authority of Panama (ARAP) seeks to develop a National Control and Inspection Plan, in accordance with article 129 of Executive Decree 13 of 2023, which regulates Law 204 of 2021, “That regulates fishing and aquaculture in the Republic of Panama and dictates other provisions”.The objective of Panama’s  National Control and Inspection Plan will be to prevent, deter and eliminate IUU fishing through strengthening its monitoring, surveillance, and inspection capacities to ensure the responsible use of fishing resources as well as compliance with international fisheries commitments. The Plan will establish monitoring, control and surveillance (MCS) procedures applicable to vessels of the Panamanian fishing and support vessels, including vessels operating in national waters as well as outside Panama's EEZ, foreign flag fishing and support vessels active within Panama’s EEZ, as well as for the entire fishing value chain. Panama intends to optimise the application of this Plan through a risk-based approach. Project Description This consultancy will involve a comprehensive analysis and development of a National Inspection Plan. The consultant will begin by conducting an analysis to identify compliance risks associated with fisheries and fishing activities, assess existing compliance inspection tools and their operability, and map key actors within the fisheries supply chain, from when fishing vessels land their catch through its transportation to its ultimate destination. The analysis will also include an evaluation of past non-compliance cases to uncover systemic issues and gaps in enforcement, using data from the past three years. The findings from this analysis will inform the development of the National Inspection Plan through evidence-based recommendations aimed at enhancing compliance and monitoring efforts. The plan will propose compliance control strategies to address identified risks and scenarios, including improved monitoring mechanisms, enhanced reporting requirements, and potential policy or regulatory adjustments to ensure better adherence to fisheries regulations. An evaluation strategy to monitor compliance will also be included as part of the recommendations. The National Inspection Plan will serve as a structured, actionable framework to strengthen Panama’s fisheries compliance within the national and international regulatory landscape. It should be noted that the ARAP will provide the points of contact who will work jointly with the consultant and GFW during the execution of the project. <h3>Consultancy Objectives</h3>The consultancy must achieve the following specific objectives:<ul><li>Characterize the fishing activity of Panama and identify the regulations that regulate it.</li><li>Identify the levels of compliance risk associated with different fisheries and fishing. activities, particularly those associated with the highest risk of non-compliance, based on at least the past 3 years of data.</li><li>Evaluate existing fisheries compliance inspection tools, analyzing their effectiveness and operability.</li><li>Identify key actors involved across the Panamanian fishing sector and their activities, and formulate non-compliance scenarios from the unloading to its final destination prioritized resources.</li><li>Develop a draft National Fisheries Control and Inspection Plan, aimed at the actors and activities with the highest level of compliance risk, which contemplates:</li><ul><li>Analysis of relevant information and data.</li><li>Use of monitoring control technologies.</li><li>Field inspections based on analyzed information.</li><li>Record of fisheries compliance inspection activities and evaluation of results.</li></ul></ul><h3>Scope</h3>The plan will focus on the Panamanian fishing and fishing-related activities fleet, including vessels operating in national waters as well as outside Panama's EEZ, along with the entire value chain of prioritized resources. Its implementation will be annual, with semi-annual evaluations to make adjustments or strategic changes based on the behavior of the involved stakeholders.Expected Results The consultancy must deliver the following products in a  report:<ul><li>An updated description of Panama's fisheries and fishing-related activities.</li><li>A list of fisheries and activities ranked from higher to lower compliance risk to guide the design and execution of the Plan.</li><li>Evaluation of fisheries monitoring tools in Panama, with analysis of their effectiveness.</li><li>Risk profiles of actors and fishing activities, along with formulated non-compliance scenarios.</li><li>A National Fisheries Control and Inspection Plan based on risk analysis, including compliance monitoring and evaluation strategies in Spanish and translated into English.</li></ul>Periodic project coordination meetings must be planned with GFW, along with a final meeting to present a summary of the conclusions and recommendations. The face-to-face meetings will be organized by Global Fishing Watch, but the consultant must cover travel and accommodation costs.The consultant or consulting firm is expected to produce a concise final written report based on the components indicated in the scope of work and provide a series of briefings to key Global Fishing Watch personnel. The results will be shared with the relevant  Global Fishing Watch team and will be used as input for actions and decisions by the Republic of Panama.  Submission Requirements<ul><li>Those interested must send: Proposed working plan (Word document), including methodological approach and timeline. La pesca ilegal, no declarada y no reglamentada (INDNR) representa una amenaza significativa para los ecosistemas marinos, las pesquerías y el desarrollo socioeconómico. Afecta a comunidades pesqueras, pone en riesgo medios de vida, incrementa la pobreza y compromete la seguridad alimentaria y la sostenibilidad de los recursos. En este contexto, la Autoridad de los Recursos Acuáticos de Panamá (ARAP) busca desarrollar un Plan Nacional de Control e Inspección, conforme al artículo 129 del Decreto Ejecutivo 13 de 2023, “Que reglamenta la Ley 204 de 202, que regula la pesca y la acuicultura en la República de Panamá y dicta otras disposiciones”.El objetivo del Plan Nacional de Control e Inspección de Panamá será prevenir, desalentar y eliminar la pesca IUU (pesca ilegal, no reportada y no reglamentada) mediante el fortalecimiento de sus capacidades de monitoreo, vigilancia e inspección para garantizar el uso responsable de los recursos pesqueros, así como el cumplimiento de los compromisos internacionales en materia pesquera. El Plan establecerá procedimientos de monitoreo, control y vigilancia (MCV) aplicables a los buques pesqueros y embarcaciones de apoyo panameñas, incluyendo las embarcaciones que operan en aguas nacionales, así como fuera de la ZEE de Panamá, los buques pesqueros y de apoyo de bandera extranjera activos dentro de la ZEE de Panamá, así como para toda la cadena de valor pesquera. Panamá tiene la intención de optimizar la aplicación de este Plan mediante un enfoque basado en riesgos. Descripción del Proyecto Esta consultoría implicará un análisis integral y el desarrollo de un Plan Nacional de Control e Inspección. El consultor comenzará realizando un análisis para identificar los riesgos de incumplimiento asociados con la pesca y las actividades pesqueras, evaluará las herramientas de inspección de cumplimiento existentes y su operatividad, y mapeará a los actores clave dentro de la cadena de suministro pesquera, desde el momento en que los buques pesqueros descargan su captura hasta su transporte y destino final.El análisis también incluirá una evaluación de casos previos de incumplimiento para identificar problemas sistémicos y brechas en la aplicación de la normativa, utilizando datos de los últimos tres años.Los hallazgos de este análisis servirán como base para el desarrollo del Plan Nacional de Control e Inspección, a través de recomendaciones fundamentadas en evidencia orientadas a mejorar los esfuerzos de monitoreo y cumplimiento. El plan propondrá estrategias de control para abordar los riesgos y escenarios identificados, incluyendo mecanismos mejorados de monitoreo, requisitos de reporte reforzados y posibles ajustes normativos o de política para asegurar un mayor cumplimiento de la normativa pesquera. También se incluirá una estrategia de evaluación para monitorear el cumplimiento como parte de las recomendaciones.El Plan Nacional de Control e Inspección servirá como un marco estructurado y accionable para fortalecer el cumplimiento pesquero de Panamá dentro del contexto normativo nacional e internacional. Cabe destacar que la ARAP proporcionará los puntos de contacto que trabajarán conjuntamente con el consultor y GFW durante la ejecución del proyecto. <h3>Objetivos de la Consultoría</h3>Para cumplir con este propósito, la consultoría deberá alcanzar los siguientes objetivos específicos:<ul><li>Caracterizar la actividad pesquera de Panamá e identificar las normativas que la regulan.</li><li>Identificar los niveles de riesgo de incumplimiento asociados a las distintas pesquerías y actividades pesqueras, particularmente aquellas con mayor riesgo de incumplimiento, basándose en al menos los datos de los últimos tres años.</li><li>Evaluar las herramientas de fiscalización pesquera existentes, analizando su efectividad y operatividad.</li><li>Identificar los actores clave involucrados en el sector pesquero panameño y sus actividades, y formular escenarios de incumplimiento para los recursos priorizados, desde la descarga hasta su destino final.</li><li>Desarrollar un Plan Nacional de Control e Inspección Pesquera, orientado a los actores y actividades con mayor nivel de riesgo, que contemple:</li><ul><li>Análisis de información y datos relevantes.</li><li>Uso de tecnologías de monitoreo y control.</li><li>Inspecciones en terreno basadas en información analizada.</li><li>Registro de actividades de fiscalización y evaluación de resultados.</li></ul></ul><h3>Alcance</h3>El plan se centrará en la flota pesquera panameña de captura y en la de actividades relacionadas con la pesca, incluyendo las embarcaciones que operan tanto en aguas nacionales como fuera de la ZEE de Panamá, junto con toda la cadena de valor de los recursos priorizados. Su implementación será anual, con evaluaciones semestrales para realizar ajustes o cambios estratégicos en función del comportamiento de los actores involucrados.<h3>Resultados Esperados La consultoría deberá entregar los siguientes productos:</h3><ul><li>Una descripción actualizada de las pesquerías y actividades pesqueras de Panamá.</li><li>Una lista de pesquerías y actividades clasificadas de mayor a menor riesgo de incumplimiento, para guiar el diseño y la ejecución del Plan.</li><li>Evaluación de las herramientas de monitoreo pesquera en Panamá, con análisis de su eficacia.</li><li>Perfiles de riesgo de actores y actividades pesqueras, junto con la formulación de escenarios de incumplimiento.</li><li> Un Plan Nacional de Control e Inspección Pesquera basado en análisis de riesgos, con estrategias de seguimiento y evaluación en Español y traducido al Inglés</li></ul>Deberán preverse reuniones periódicas de coordinación del proyecto con GFW y una reunión final para presentar un resumen de las conclusiones y recomendaciones. Las reuniones presenciales serán organizadas por Global Fishing Watch, pero el consultor deberá asumir costos de traslado y estadía.Se espera que el consultor o la empresa consultora elabore un informe escrito final conciso basado en los componentes indicados en el alcance del trabajo y brinde una serie de sesiones informativas al personal clave de Global Fishing Watch. Los resultados se compartirán con el equipo responsable del tema en Global Fishing Watch, y serán utilizados como aportación para acciones y decisiones de la República de Panamá.  Requisitos de Presentación <ul><li>Los interesados deben enviar: Plan de trabajo propuesto (documento de Word), incluyendo enfoque metodológico y cronograma. Cabe destacar que el trabajo debe llevarse a cabo en un período máximo de 90 días contados a partir de la firma del contrato. </li><li>Presupuesto detallado (archivo Excel), con un máximo de US$ 15,000 que detalle los costos de todos los entregables. </li></ul> Perfil del Consultor/a o Empresa<ul><li>Amplia experiencia en la elaboración de informes y presentaciones a nivel gubernamental.</li><li>Amplio conocimiento  de las políticas nacionales de pesca, mar y biodiversidad en Panamá.</li><li>Capacidad para emitir recomendaciones políticas claras y viables.</li><li>Sólida experiencia en gestión de proyectos y comunicación efectiva.</li><li>Capacidad para interactuar con diversas partes interesadas y actores, y realizar entrevistas sensibles garantizando la confidencialidad</li></ul> Fecha límite de postulación: 25 de abril de 2025.
